Guarantee Fund Reform 2025: New Measures for SMEs and Mid Caps

The 2025 Budget Law has confirmed the reform of the SME Guarantee Fund, introducing significant changes. In particular, a single 50% rate is now applied to liquidity operations, replacing the previous 55% and 60% rates. The 80% coverage for investment-related applications remains unchanged.
Another key change concerns small-scale operations: for authorized guarantee entities, the maximum ceiling increases from €80,000 to €100,000. Additionally, subject to EU approval, Mid Caps with fewer than 250 employees will be eligible for the Guarantee Fund, overcoming a restriction that had previously disadvantaged many companies.
The reform aims to improve access to credit for Italian businesses, fostering investment and sustainable growth.
